Mr. Richard Kerby
Senior Inter-Regional Adviser on e-Government in UNDESA

Mr. Richard Kerby is the Senior Inter-Regional Adviser on e-Government in UNDESA. He provides policy advises and carry out technical cooperation missions to Governments on issues connected with e-government development, focusing on e-government environment readiness assessment; identifying e-government applications; benchmarking and measuring progress in e-government development (advocacy and awareness) and establishing networks of support.

Richard Kerby is an Expert in ICT for Development and Private Sector Management. Main specializations are E-Government Policy and Operations, E-Governance. His expertise also involved developing public policy for Information and Communication Technologies, developing national IT Policy and strategies and content management. In addition, he has also developed skills in Internet Governance, Development Economic and Planning, Private Sector Development, Public-Private Partnerships, Micro-Financing, Small and Medium Enterprise, and South-South Collaboration.

Richard Kerby has 20 years experience in providing advisory services to developing countries in the area of ICT for development in over 40 countries in Africa, Asia, Caribbean, Europe, Middle East and Latin America. He has previously worked for UNDP - Africa Bureau, as the main interlocutor for ICT for development and in UNIDO, as an Investment Promotion officer for the Caribbean. Recently Richard Kerby has been one of the main authors of 2008 UN e-Government Survey; assisting developing countries in developing the e-government strategies; working with a number of Gulf Coast Countries (GCC) to build their e-government capacities to strengthen their respective public sectors. Richard Kerby has Haitian and American citizenship and speaks English, French and Creole.

Mr. Richard Kerby was responsible for coordinating and formulating UNDP Africa’s programme of assistance in developing Africa’s Private Sector and Information and Communication Technologies sectors. At present he is the Private Sector and IT Adviser to the Regional Bureau for Africa in UNDP. He is also the Principal Coordinator for the current UNDP/CISCO Partnership on the Networking Academies in Africa

He has an MBA in International Finance and is a member of the Omicron Epsilon Delta, an honor Society for Economists. He also served on the African-American Institute’s Advisory Board for Internet Development in Africa. He was also the Chairman of the Stitching Board for the IFC, AfDB and UNDP regional project African Training Management Services, a multi-million dollar donor led project for private sector development in Africa.

 

Mr. Saleem Zoughbi

 Saleem Zoughbi has been involved in ICT development for long years. With his technical background in engineering, signal analysis and systems, he served in academic life in several institutions such as College D'Informatique Du Canada Concordia University, Montreal, College of Science & Technology, Alquds University, Jerusalem and in Bethlehem University, Bethlehem. Headed different computer s centers since 1980.

He was involved in several missions for the Palestinian Authority, such as Palestinian Bureau of Statistics, to establish and create the Department of Information Management and Automation. In 1995-1998 he acted as senior advisor to the Ministry of Planning and International Co-operation in the Palestinian National Authority. He also participated as a visiting scholar at the University of Washington, Seattle, working on large network design, implementation and management, including Internet, Intranet as well as public policies and strategies. He also headed short missions for UNDP, EU and other international agencies.

His expertise cover a wide area of topics such as Systems Analysis & Design, technical development, large networking, Systems monitoring and evaluation, Feasibility studies, Project Planning and Management, Systems Modeling, And short-term and Long-term Planning

Saleem Zoughbi holds a master’s (Concordia Univ, Montréal) and a PhD (CCU California) degrees in signal processing and systems engineering, A H. Humphrey Fellow in public policy, economic and social aspects of Information Technology and networks, a United Nations University Fellow, International Institute of Software Technology. His latest award was from the Osaka Graduate school of Engineering.

 

Mr. Ali Ghalib Beshara , CISA
Senior Specialist - Quality Assurance

Ali is holds a Bachelor of Science with Honors in Computing from The University of Greenwich - UK and an Associate Diploma in Business Information Systems from the University of Bahrain. He attended many professional courses and workshops in different areas such as Management, Information Technology, Information Security and Social Activities.

Ali is a Certified Information Systems Auditor (CISA) and he is preparing for his Certified Information Security Manager (CISM). He is also a Certifies Lead Auditor in Quality Management Systems ISO 9001 and Information Security Management Systems ISO 27001.

His work experience started with British Airways in customer services since 1999 till 2002 when he joined The General Organization for Youth and Sports where he was part of the team which got the organization certified against the ISO 9001:2000 system. He was appointed as Chief of Quality Assurance in the year 2008.

Ali is currently working with the eGovernment Authority as a Senior Specialist in Quality Assurance. His major task is preparing the authority to be certified against ISO 27001 besides assuring the quality of services offered in the Bahrain eGovernment Portal Bahrain.bh.

He also has experience with e-Awards as he was a jury member in the Bahrain eContent Award in 2008 and he was one of the organizers of Bahrain eGovernment Excellence Award in 2009.

 

Eng. Mohammed Abu Baker Al Ghassani

Experience: 29 years

Short Profile:
Eng. Al Ghassani has a wealth of experience in both the public and private sectors. Beginning in government with the Ministry of Information, he progressed on to lead the team that launched Knowledge Oasis Muscat as the Park's first Director.

He then went on to become Executive Vice President of the Public Establishment for Industrial Estates.

Immediately prior to taking up this new appointment with GLOREI Eng. Al Ghassani was CEO of Oman Development Company SAOC.

Through his jobs, he has had build up strong experience engaged mainly in strategic planning, leadership, business process, projects, etc.

 

Dr. Abdulla Al-Harrasi
Head of the Omani Encyclopedia Project

Dr. Abdulla Al-Harrasi has a PhD in Translation Studies from Aston University in the United Kingdome specialising in Metaphor in (Arabic-into-English) Translation.

He was the assistant professor in the college of Arts at Sultan Qaboos University before becoming head of the Omani Encyclopedia Project.
Dr. Abdullah has produced many publications; the latest was Oman in the American Newspapers in the 19th Century. He has also translated many books such as Historic Mosques and Shrines in Oman by Paolo Costa.

He is currently a member of the European Society of Translation Studies

 

Dr. Ahmed bin Salim bin Sultan Alhosni

Dr. Ahmed Alhosni, has a PhD in computer science from the George Washington University, Washington D.C. U.S.A. Dr. Alhosni has an outstanding academic achievements record , and over 16 years of professional experience in the areas of application/system design and development, and project management. He is currently working as an assistant professor of computer science in the department of computer science, Sultan Qaboos University. His research interests includes Internet computing, Biometrics, E-learning, and Database systems.

 

Ms. Ibtisam Barakat Al-Riyami
Corporate Planning

Mrs. Ibtisam Barakat Al-Riyami is currently the Corporate Planning Manager of Petroleum Development Oman (PDO). Before this, she held numerous IT roles in PDO culminating in her position as the Manager of Information Management and Technology. Previous roles also include SAP Change and Implementation Manager and Portfolio Consultant for the Logistics function in Shell Exploration and Production in Aberdeen, Scotland.

Ibtisam has over 20 years of experience in the IT industry covering the full lifecycle from programming, design, system analysis, project management and business consultancy. In addition, she has acquired a diverse skill set through the different roles she has held in her career, including people management (350+ staff), Account Management, Strategic Planning and Change Management.

Ibtisam Al-Riyami holds a bachelors degree in Computer Science from the University of Tulsa in the USA. She is currently in the final stages of an Executive MBA from the University of Aberdeen in Scotland.

 

Ms. Fathiya bint Nasser bin Juma Al-Farsi

A very intersted acadamic progress where she graduated with Distinction from university of Swanseea in Wales UK ho an Honors Bacholar of Computer Sience, she hold a high national diploma in Electrical & Electronic Engineering and was among the Best Ten high School Graduates in UAE with 95.7% graduation grade.

Fathiya worked 10 years in Petroleum Development Oman in the IT field where her last job was the IT Planner for the core business of PDO which is Well Engineering, Fathiya then moved to be the Head of IT in the Royal Air force of Oman in the Ministry of Defence for 4 years established their IT unit; until she was recruited by Omantel to be their Head of IT in 2004. She has been recently promoted as a General manager of Business Development in the new merged Omantel & Oman mobile company, the well known telecommunication Company in Oman with the biggest market share, hence Fathiya has made the extended step out of the world of IT into the wider world of the business.

 

Mr. Mohammed Hamed Al Maskari

Mohammed Hamed Al Maskari is currently the Director General, Knowledge Oasis, Muscat Also oversee the development of The Knowledge Mine (TKM) a business incubator program.

Prior to this he was heading the IT Center, Public Establishment for Industrial Estates (PEIE) are supervising all the ICT services provided to the tenants.

With a bachelor degree in Science from the Sultan Qaboos University, Sultanate of Oman and a Masters in Business Administration from Bedfordshire, UK, he has gained valuable expertise in IT systems as well.

He currently serves as a members in the board of the Research Council, Oman Telecommunication Company, Infoline LLC., and the Omani Tunisia Friendship Association.

 

Mr. Nabil Basaad

Nabil Basaad has been a professional Web developer and Graphic Designer and has been assisting others to learn Web & graphic design since 2003.
PAN Arab & Oman Web Awards Winner of Golden and Silver awards in various categories.

Experience:
Nabil has maintained sites on a large corporate websites, smaller small business websites, and tiny personal Web pages, as well as several intranet and extranet sites. He has also worked as a contract Web designer on numerous sites.
Currently Nabil is employed at OmanMobile Telecommunication Company as Senior Specialist-Online.
Responsible for implementing the ongoing development of the company's websites and performing day-to-day site maintenance on web sites and advise staff and outside agencies on how to best optimize their content for online deployment.

 

Mr. Saif bin Hilal bin Sultan Al Hosni

Al Hosni earned his degrees in MSc in Information Systems at University of Portsmouth, Portsmouth – U.K, and B.Eng. (Honors) Information Technology at Staffordshire University Stafford – U.K. He has extensive experience and education in the areas of IT management, e-Government, IT projects management, and strategic planning as well as strong relationships within the IT community in Oman and the various government organisations.
Prior to his role at Microsoft, Al Hosni was the Director of the Computer Department at the Ministry of Finance, managing the complete daily operation of the department and all the ministry's critical IT platforms and operations.

Prior to that, Al Hosni was the Director of Computer Centre at the College of Sharia and Law, responsible for the complete operations of the computer department and all its units and services. He also worked as System Analyst at Oman International Bank where he designed and developed different software applications using RGP language and SQL.

Among the projects he has undertaken, Al Hosni was a member of the technical team responsible for reviewing the portal specifications of UbarPortal – Oman Government Service Portal, E-Visa and visitors system, E-Tendering, E-payments Gateway. He was also the Project Manager for connecting the Ministry of Finance to the government network and connecting various government bodies accessing the ministry systems remotely.

 

Mr. Ahmed bin Ali M. al-Mukhaini

SASLO Legal Training Centre.

Ahmed bin Ali M. al-Mukhaini has a bachelor in Information Technology from the University of Glamorgan in the United Kingdome, as well as a Masters degree in Political Economy from the University of Durham in the United Kingdome.

Before working in SASLO he has worked in Majlis a’Shura and the US Embassy in Muscat. Another area that he likes to be involved in is community services, such as recently being the academic officer of the Historical Association of Oman (HAO).

He is also a member of many affiliations, such as the National Committee on the implementation of the Convention on the Elimination of all Forms of Discrimination against Women (CEDAW) and the British Alumni Network in Oman (BANO), The British Council, Muscat.

Some of his responsibilities at SASLO legal training centre include Overseeing the establishment and set-up of the SASLO Legal Training Centre (SLTC) in collaboration with the Principal and SASLO Management Group, and Speer-heading Women Empowerment projects.
