On the registration system, can more than one person login to one account at the same time ?
Yes it is possible that more than one person login to one account at the same time.
 
If there were no sufficient number of projects per criteria will you wave the award ?
The final decision to wave a category of the award is left to the jury.
 
Can we participate with one project in many categories ?
No, you could participate with each project once only.
 
Can we participate in certain category with more than one project ?
No, you can participate with only one project per category.
 
Can last year winners projects participate this year under a different category ?
In order for last year’s winner to participate again this year (whether it’s under the same category or a different one) the project will have to have had substantial changes.
 
Why is the registration form in English and not in Arabic ?
Due to having international jury members and the common language that is spoken and understood by all is English. The language selected for the form is English in-order to have a fair and good evaluation.
 
Will there be any chance of participating projects owners to meet with the jury ?
Yes, Owners of the shortlisted projects (under eProject and eReadiness categories only) will get the chance to meet with the jury to present their projects and answer some questions.
 
How will my project be evaluated if some of the sub-criteria are not applicable to my entity/project ?
You need to provide clear justification for non-applicability and this will be evaluated by the jury.
 
Project Maturity should be ≥ 12 months? Don’t you think that it’s a long time ?
No it is not. It is an excellent period to show how mature the project is and its impact on society
It allows good time for the project to be fully mature giving it a better chance to display the kind of features, strengths and development areas which the criteria specifies (e.g. customer feedback).
 
Define eParticipation:
Is adopting public engagement, develop effective evaluation tools such as e-engagement, e-deliberation, e-involvement, e-legislation and e-voting, as well as e-decision, e-rule and e-policy-making, examples:
  • E-Informing is one-way communication that provides citizens with information concerning policies and citizenship online.
  • E-Consulting is a limited two-way channel that has the objective of collecting public feedback and alternatives.
  • E-Involving is about working online with the public throughout a process to ensure that public concerns are understood and taken into consideration.
  • E-Collaborating is a more enhanced two-way communication between citizens and government, a full partnership enabling citizens to actively participate in the development of alternatives and the identification of preferred solutions.
  • E-Empowerment is the delegation of final decision-making rights to the public, and implementing what citizens decide.
 
If I knew for a fact that my project only needs to be in one language (Arabic or English), will I lose marks for not having it in both languages ?
Clear justification on using one language should be provided, bearing in mind your target users.
 
Is accessibility going to be a mandatory requirement this year ?
Accessibility is a mandatory requirement for this year, however, evaluation will depend on the level of implementation, level A partial implementation of the levels is accepted. For more information on each level kindly click Here .
 
We have a film that exceeds 4 MB, what are the other ways that we could submit it in ?
You can link your video through You Tube. (Please contact us for guidance if needed).
And again, remember that the jury will have a limited time to view it, so don’t make it too long
 
What are the file formats allowed to be uploaded ?
All formats are allowed, but for videos .wmv is recommended. However, if your file requires a special software to load, kindly contact us prior to the jury session to insure it’s been installed in jury’s machines.
 
Can offline materials be submitted this year (2011) ?
No offline material will be accepted. Materials can be submitted only online. Hence, content must be focused, clear and straight forward.
 
What does the criteria: “Compatibility: Level of compatibility with other internal/external functional environments and applications.” Mean ?
It is how compatible is your system/service with other internal (internal systems e.g. ERP)/external (other entities e.g. government entities) functional environments and applications allowing exchange of data and/or completion of transactions).

Yes you can use flash and scrolling text on your website, considering accessibility requirements by having a pause option.

 

 

eService FAQ  
 
 
What are our options if our system is not compatible with Oman.om portal ?
Government entities need to have their web-services, joined MPLS and a CIS device in place in order for eOman portal team to facilitate the integration.
 
If I am not providing an eService, then do I have to be linked to oman.om portal ?
Yes, ultimately you have to be linked to the oman.om portal this could be in the form of information, as a link or as a fully integrated eService.
 
What is the difference between eService and eProject ?
eService is a single service whereas eProject is a portal or pool of services. For further clarifications visit the categories definitions and criteria for applicability.

 

 
eEconomy FAQ  
 
 

If my project provides economic information (content such as: foreign investment tips) can it participate under eEconomy ?

Under eContent you have better chances. Nevertheless, if your service interacts with the user to provide a service registering an investment/business in Oman, it can be registered under eEconomy.
 

Do you accept projects linked to ePayment system only under eEconomy ?

The service does not necessarily have to link to the e-Payment system, example MSM “mobile application” is not linked to ePayment system. Nevertheless, it provides a service that facilitates investor interaction with the stock market that leads to movement in the stock market hence improve the national economy.
 

How to “prove” our project’s impact on national economy ?

If you are providing only information without any service linked to the system, you may provide statistical data of usage, interaction of the service, number of registered users and the frequency of system use, i.e. how many users are registered and how frequently do they interact and download information.
Provide data on the volume of the transactions such as total annual transactions in and value of these transactions.

 

 
eReadiness FAQ  
 
 
Can the number of Skilled Staff/certifications include the expert consultants working for the entity as well ?
Yes the number of Skilled Staff/certifications may include the expert consultants working for the entity; however you need to highlight the national manpower available.
 
Is the number of IT skilled staff limited per IT division/department? Or the total IT skills throughout the entity ?
The number of IT skilled staff is not limited to the IT division/department rather it is the total IT skills throughout the entity.
 
If the ministry is a part of MPLS, will that automatically make it secure ?
Security is not limited only to the MPLS security; ministries are encouraged to have additional internal IT security policies and procedures.
 
If for security reasons I can’t share my Disaster Recovery location, what info can I provide instead ?
Disclosure of location is not mandatory, however justification is advised.
Alternatively, submission of the DR plan and report of DR drills after masking details of the location are acceptable.
Under eReadiness, what kind of projects can I enter? Only organization’s infrastructure ? Or it could be services as well ?
eReadiness award is granted to an organization as a whole and not limited to specific service or product. Hence the details of people, process and technology can be highlighted. Kindly refer to the eReadiness criteria.

How can collaborative projects register ?
A collaborative project is a project integrating 2 or more ministries together. One of these ministries will have to claim ownership and do the registration showing each ministry’s role. The trophy will be shared between all ministries.
