The Sultanate of Oman Advances 6% in the 2024 Government Electronic and Mobile Services Maturity Index
The Sultanate of Oman has advanced 6% in the 2024 Government Electronic and Mobile Services Maturity Index (GEMS), issued by the United Nations Economic and Social Commission for Western Asia (ESCWA). Oman achieved a score of 72 percent this year, compared to 66 percent in 2023. The index aims to assess the maturity of government services provided through electronic portals and mobile applications across Arab countries.
A total of 27 government entities in Oman were evaluated, covering 94 services across several sectors, including health, education, transport, traffic, police, finance, justice, municipal and social affairs, commerce and industry, labour, tourism and others.
The results of the 2024 GEMS Report show notable improvement in Oman’s performance across the core pillars of the index. The service availability and development pillar rose to 80 percent, compared to 76.64 percent in 2023. The service usage and user satisfaction pillar increased to 63 percent from 51.95 percent, while the public outreach pillar reached 78 percent, up from 73.78 percent in 2023.
Oman also made significant progress in the detailed assessment indicators. The development level of services on government portals increased to 94 percent compared to 84.45 percent in 2023. User satisfaction via government portals rose to 89 percent, up from 76.44 percent. The availability of mobile applications rose to 60 percent from 49.97 percent and user satisfaction via mobile platforms climbed to 62 percent, compared to 47.76 percent in 2023.
ESCWA launched the Government Electronic and Mobile Services Maturity Index (GEMS) as a tool to assess progress in the digital maturity of government services. It also helps identify the national policies and plans required to support digital transformation programmes within public institutions in the Arab region. This year, 17 countries took part in the assessment, which also expanded the number of evaluated services and increased the key performance indicators to cover new dimensions of digital government services.
