Ministry of Transport, Communications, and Information Technology Issues Regulatory Framework for National Data Governance and Management
To establish a national data framework based on integration between data-owning and data-utilizing institutions, the Ministry of Transport, Communications, and Information Technology has issued a ministerial circular regarding the regulatory framework for national data governance and management. This framework includes policies and guidelines to ensure data governance and management align with best practices, making it a driver for the national economy.
The ministry aims, through the issuance of this framework, to develop a unified and integrated national framework for data management and governance. It seeks to enable digital transformation by creating a supportive regulatory tool to enhance the efficiency of implementing regulatory controls and frameworks for digital transformation within the government sector.
Additionally, the framework aims to promote the growth of the data-driven digital economy, safeguard the security and integrity of personal and sensitive data, maximize the value of national data, enhance its quality, and utilize it in developmental processes and decision-making.
The regulatory framework comprises three key documents essential for the governance and management of national data, aiming to unify practices across the administrative units of the state apparatus. The first document, “Policies for National Data Governance and Management,” outlines the necessary requirements for data governance and management to establish unified and comprehensive practices within government entities across 13 domains of data governance and management.
The second document, “Guideline for Establishing a Data Governance and Management Office,” provides the necessary elements to support government entities in defining a specialized administrative division for data governance and management within the administrative structure of digital transformation in their units. These elements include tasks, functions, services, processes, organizational structure, roles, and responsibilities.
The third document, “Compliance Assessment Guide for National Data Governance and Management,” specifies the methodology for assessing compliance levels, implementation priorities, and evaluation criteria. It aims to enable government entities to adhere to the policies of national data governance and management.
