The Ministry of Transport, Communications, and Information Technology Issues Circular to Promote Local Content in the ICT Sector
The Ministry of Transport, Communications, and Information Technology, in coordination with the General Secretariat of the Tender Board, has issued Circular No. (10/2025) regarding the Local Content Incentive Framework in the Information and Communications Technology (ICT) sector within the units of the State’s Administrative Apparatus.
The circular forms part of national efforts to enhance local content within the digital economy by strengthening integration and cooperation between the public and private sectors. It seeks to increase the participation of Omani technology products and services in government tenders and expenditures, while also promoting innovation and local investment in this strategic sector.
Objectives of the National Framework
The framework aims to achieve several objectives aligned with Oman Vision 2040, most notably: increasing the percentage of local content in the ICT sector; enhancing governance in line with the Tender Law and local content requirements; and enabling qualified local companies to expand into regional and international markets.
It also aims to localize industries, services, and jobs related to the sector, support small and medium-sized enterprises (SMEs) operating in ICT, and focus on opportunity governance by prioritizing Omani technology and start-up companies—thus enhancing their competitiveness and business sustainability.
Towards a Knowledge-Based and Sustainable Economy
The Ministry of Transport, Communications, and Information Technology affirms that this framework marks a significant step towards optimizing government spending to develop local market capabilities, while also fostering innovation and entrepreneurship. These efforts align with the objectives of Oman Vision 2040 to build a knowledge-based and sustainable economy.
